Retrofit London project announced
May 2014: News that the Greater London Authority has approved funding, through the European Development Regeneration Fund (ERDF) to award “£525,000 to LB Enfield for the Retrofit London project, to deliver business support to Small and Medium Enterprises in London”.
The approval document sets out that “The ‘Retrofit London’ project is led by LB Enfield, working in partnership with LB Haringey, LB Waltham Forest, LB Lewisham, Enterprise Enfield (EE) and North London Chamber of Commerce (NLCofC).
Retrofit London aims to support 175 SMEs based in Enfield, Haringey, Waltham Forest and Lewisham, to access new market opportunities, particularly market opportunities driven by the carbon reduction and energy saving agenda.“
The approval document also provides some background to the ERDF and sets out that the total project cost is £1.05m as a result of match funding from the partners involved:
LB Enfield (Procurement team): £42,000
Enfield Council: £130,405
LB Haringey: £100,000
LB Lewisham: £75,000
LB Waltham Forest (Procurement team):£42,000
LB Waltham Forest (Economic Development team): £38,000
North London Chamber of Commerce: £47,595
Enterprise Enfield: £50,000
A tender was issued for a Project Manager for the programme, the deadline for which was earlier this week. The project is to set to run until December 2015.

North London Retrofit SME Network
May 2013: Waltham Forest have posted details of work being done to establish a new network for ‘green’ SMEs.
“North London boroughs are working together to develop a network of SMEs (small and medium sized enterprises) located in the North London area delivering energy efficient retrofit services and installations. The Council is working to promote uptake of energy retrofit in each borough.
The Council wants to build upon and support existing local supply chains to deliver this work. This will grow the local green economy and develop an SME/labour market that can be exported beyond North London.
The aims of the North London Retrofit SME Network are:
- Create a directory of SME builders and installers who carry out green retrofit in North London. The North London SME Retrofit Directory is open to any SME delivering retrofit services located in the boroughs of Waltham Forest, Camden, Enfield, Haringey, Islington and Newham
- Start a forum to hear from local SMEs how Councils can support locally delivered retrofit in North London
- Create networking opportunities among SMEs working in the area
- Strengthen links with local training providers
- Sign post local retrofit SMEs towards the different initiatives offering support and training in this growing market both locally and London wide

London SME retrofit programme details
15 March 2013: Details have been released that funding has been approved by the Mayor for a energy efficiency programme targeted at London’s small and medium enterprises (SMEs). The approval form sets out that “up to £21,000 will be allocated to commission work to deliver energy efficiency retrofit services. The project seeks to develop SME engagement, improve knowledge of the SME retrofit landscape, and establish suitable financial and delivery models using learning gained from the RE:FIT and RE:NEW programmes, with work to be completed by end-March 2013”.
The Mayor’s 2011 energy strategy set out findings that:
- small and medium enterprises (SMEs) are reluctant to take action on installing energy efficiency measures and low and zero-carbon microgeneration technologies without seeing that government is taking action on it first (see para 2 or research here)
- There are currently over 830,000 SMEs in the capital and collectively SMEs emit 20 per cent of the UK’s total CO2 emissions. Due to their size, SMEs often do not have sufficient resources and expertise to allocate to energy management, and therefore require support and advice to reduce their energy use.
- However, it is also often hard to reach SMEs and much of the support or drivers through legislation and other programmes are geared towards large organisations (SME data can be found here and here)
And set out the following action:
- Action 8.5 – The Mayor will support SMEs to reduce their energy use by working with partners and using his programmes to signpost SMEs to existing sources of energy efficiency support. The Mayor will also review the provision of energy efficiency support to SMEs in London, identifying areas where further action is required, and developing support in areas where the Mayor can contribute to its quality, availability and accessibility.
“This work would directly feed into a paper submitted to the Housing Investment Group for approval of GLA funding and resources to deliver pilot projects in 2013-14, and develop a pan-London SME programme. It is currently anticipated that procurement for the full programme would be commenced from 2014, with a full roll-out from 2015 onwards.”
Hence any pan-London programme would, if approved, fully start under a new Mayor after the next London election.
Energy and Climate Questions to the Mayor
October 2012: This month the Mayor has been asked questions in relation to:
a London-specific target under the Government’s forthcoming Energy Company Obligation (ECO) programme; progressing in achieving the Mayor’s Hydrogen Powered Vehicles strategy; the provision of energy efficiency support to SMEs in London; work being undertaken under the Mayor’s Decentralised Energy Project Delivery Unit; support for Cooperative Renewable Energy projects; how London will benefit under Energy Company Obligation (ECO); a list of all current Decentralised Energy projects supported; the roll out of the Green Deal in London; work to support the support the non-domestic Green Deal programme in London; the scale of the Mayor’s Green Deal programme in London; Guidance on low carbon cooling systems; low/zero carbon measures secured through the GLA’s planning process; GLA review of the potential for low and zero carbon microgeneration technologies; future carbon emissions related to new infrastructure projects; work by the GLA with ICLEI, C40 and Eurocities on climate mitigation and adapation; and update on Low Carbon Skills Forum; planned budgets for future carbon mitigation programmes; carbon savings achieved by the Mayor’s programmes; the success of the Feed in Tariff (FIT) programme in London; an update on the London Thames Gateway Heat Network; the publication date of the Mayor’s Technical Guide for District Heating; and progress on the development of district heating commercial templates and a London Heat Charter. Planning guidance on sustainable design and construction; progress under the RE:FIT programme; targets under the RE:NEW 2 programme; annual progress report on the Mayor’s climate programme; an update on the London greenhouse gas inventory (LEGGI). Publication of the London Environment Strategy (see here for the answer referred to); the number of Solid Wall Insulation companies in London; Mayoral action on tackling Fuel Poverty; energy efficiency of new homes in the Olympic park; proposal for a zero carbon development around the Olympic site; energy consumption of superfast broadband; and future plans for Edmonton incinerator.
A series of questions (below) were asked in relation to RE:NEW – all of which were directed to a question asked earlier this year pointing to the November 2012 publication of the evaluation of the RE:NEW programme.
How many pensioner households treated under the RE:NEW programme; number of solid wall homes treated under RE:NEW; fuel poor households treated under RE:NEW; flats treatedunder RE:NEW; private rented homes treated under RE:NEW; the number of solid wall installations undertaken under RE:NEW; the number of cavity wall insulation installations undertaken under RE:NEW; the number of loft insulation installations under RE:NEW; the number of benefit checks undertaken through RE:NEW; and how RE:NEW has helped drive up the CERT and Warm Front programmes in London.

Green Deal support for SMEs in London
September 2012: The Energy Saving Trust (EST) are launching a new package of support to prepare SMEs based in London for the upcoming Green Deal and Energy Company Obligation (ECO).
The first part of the three stage workshops – ‘Green Deal readiness and certification’- is a morning session and the three date options are set out below:
- Wed 26 Sept @ Energy Saving Trust, Westminster
- Mon 1 Oct @ Friends Meeting House, Euston
- Thu 4 Oct @ Fairfield Halls, Croydon
The workshop will cover:
- What is the Green Deal – outline the policy and outline how this will work
- What opportunities does the Green Deal and ECO represent for businesses
- What are the opportunities in London – reviewing the housing stock, potential delivery options and potential consumer demand
- What do SMEs need to achieve Green Deal installer certification to work within the field of energy efficiency and renewables installation

Carbon Trust Standard launches free guide businesses manage emissions and energy costs
10 May 2011: The Carbon Trust Standard SME online certification is the only tool designed specifically to help small business’ certify their carbon footprint reductions. SMEs using the tool have, on average, cut their energy costs by £2,000 per year, and their carbon footprints by 13 tonnes CO2e.
