TfL CO2 emissions increase

November 2015: Transport for London latest ‘Health, Safety and Environment’ report has been recently posted online – available to download here (direct link here).

An important issue in relation to carbon emissions raised in the report, is London Underground’s reliance on grid supplied electricity:

“For electricity, we calculate the total CO2 emissions generated by multiplying the amount of energy we use by the Government’s annual emissions factor. This measures how much CO2 was emitted during the energy generation process, for example by power stations. It depends directly on the grid mix, eg the amount and type of fuel (coal or renewable energy) that was used to generate the national grid electricity in that year. Figure 9 shows that there was a 10 per cent rise in the carbon intensity of the grid mix in 2014/15. This means that our electricity-based CO2 emissions results are indicating a similar level of increase. To show the underlying trend of the change in energy use, rather than the change affected by the energy source, over which we largely have no control, we are for the first time also reporting our total energy consumption figures as kilowatt hours.”

No mention is made in the report of TfL’s activities to increase the amount of renewable electricity it generates or – curiously – efforts being made by GLA to help source local, decentralised electricity supplies for TfL through their Licence Lite programme.

London and the Electric Double Decker

21 October 2015: Building on announcements made earlier this year at the world’s first Clean Bus Summit at City Hall, that electric double decker buses were to be trialled in London, comes news that a deal has been signed between the Chinese bus company BYD and Scotland based, Alexander Dennis Ltd, to manufacture “200, 12-metre (40ft) single deck buses a year, representing turnover of around £660 million over the next 10 years. They are also in discussions to extend their alliance to include double decker buses which could triple the deal to almost £2 billion.”

A number of cities around the UK already have single decker electric buses in operation – including London (see below) – however, there have always been significant challenges in bringing forward an all-electric double decker bus due to the bus load and distance travelled.  A TfL press release from earlier this year announced that electric double-decker trial will run on route 16 between Cricklewood and Victoria Station, starting in October – however it’s not clear if this trial has in fact started (the Mayor responded to a recent MQ stating that “It is hoped they will enter passenger service later this year”).

At the same time, TfL’s hybrid (diesel-electric) bus fleet has grown to 1,500 vehicles – the largest in Europe – but there are now increasing concerns over the use of diesel and its impact on air quality emissions in London – even those used in hybrid vehicles, as a result of uncertainty on the reliability of the electric batteries used, and doubt over how often the buses are operating in hybrid mode – see recent story in ‘Air Quality News’ here based on a FOI request by London Assembly Member Stephen Knight AM. It appears more work will need to be done to ensure that hybrid double decker buses will deliver a low pollution mode of transport in the Mayor’s proposed Ultra Low Emission Zone.

A single decker pure electric bus route, the 312 – which runs between Norwood and South Croydon – details of which are on the following TfL press release. Further single decker electric bus services are due to start in 2016 – routes 507 and 521  – which link Waterloo station to Victoria and London Bridge stations respectively: 51 electric buses will operate across the two routes.

Energy & Climate Change Questions to the Mayor

Quietways

April 2015: Tfl have posted information online of a helpful initiative they’re calling ‘Quietways’.

“Quietways will be a network of radial and orbital cycle routes throughout London. Linking key destinations, they will follow backstreet routes, through parks, along waterways or tree-lined streets.”

TfL are working in partnership with London boroughs and managing authorities to deliver seven Quietway routes by mid-2016:

  • Waterloo to Greenwich (Lambeth, Southwark, Lewisham, Greenwich) (

  • Bloomsbury to Walthamstow (first phase to Mare Street) (Camden, Islington, Hackney, Waltham Forest) 

TfL say that maps for the further five routes are to be made available during spring 2015.

  • Regents Park to Gladstone Park (Dollis Hill) (Westminster, Brent, Camden)
  • Elephant & Castle to Crystal Palace (City, Southwark, Lambeth)
  • Aldgate to Hainault (first phase Whitechapel to Fulwell Cross) (Tower Hamlets, Newham, Redbridge, Hackney, and the London Legacy Development Corporation)
  • Waterloo to Wimbledon (via Clapham Common) (Lambeth, Wandsworth, Merton)
  • Clapham Common to Croydon (Lambeth, Wandsworth, Croydon).

Zero Emission Buses

December 2014: The Institute for Sustainability, in collaboration with Transport for London (TfL), has launched a review report that outlines how to calculate the economic and operational feasibility of delivering London’s plan for zero emission buses, helping improve air quality in the city. Potential for biodiesel from use cooking oil and FOGs in London

November 2013: The Mayor announced today that TfL will be deploying 12o buses from the Barking depot which will run on a blend of 80 per cent regular diesel and 20 per cent biodiesel. The press release states that “Biodiesel is a renewable, clean-burning fuel made from used cooking oil from the catering industry and tallow which is a residue from the meat processing trade. It is estimated that buses running on biodiesel produce 15 per cent less ‘well to wheel’ carbon emissions than an ordinary diesel-powered bus…No mechanical change is needed to allow a bus to run on a 20% blend of biofuel. The biodiesel in this trial is being supplied by Argent Energy with the standard diesel supplied by Prax Petroleum.”

The GLA also commissioned consultants LRS to produce a report on the market opportunity for a biodiesel market in London using used cooking oil (UCOs), fats oils and grease (FOGs) from commercial and domestic sources in the capital. The report can be downloaded here and sets out to “evaluate the potential to reduce the emissions and carbon footprint of the bus fleet in London by using up to B30 biodiesel instead of petrodiesel. Additional sustainability benefits would be achieved by using biodiesel made from used cooking oil (UCO) and fats, oils and greases (FOGs) instead of virgin oils.”

The report references recent disputes in London over UCO (see Daily Telegraph story here) stating “only 3-4 years ago illegal disposal of UCO down drains was recognised to be a significant issue, recently the demand for UCO has soared and led to ‘Cooking Oil Wars’, whereby collectors pay increasingly escalating prices to commercial organisations for UCO.”

In terms of London’s potential to produce biodiesel, on the basis of national estimates, the report suggests that using the “ratio of London’s population to the national population and uplifting to reflect the greater concentration of catering establishments in London gives an estimate of 32-44 million litres of UCO waste arisings in the London area. There are nearly 24,000 food and beverage service activities in London, along with a further 835 businesses in London working in the food manufacturing sector, most of which contribute to the production of UCOs. In particular London has over 8,000 fast food outlets, with some of the highest concentrations of such food outlets in the country.”
