London Councils’ Climate Change Strategy

January 2021: Ahead of a 19 January London Councils’ Executive meeting, a useful briefing paper has been prepared for the committee highlighting work undertaken by the organisation since the November 2019 Joint Statement on Climate Change with those London boroughs who have signed a Climate Emergency declaration . Seven work areas have been identified, with lead local authorities appointed to take these initiatives forward:

  • #1 Retrofit London: Retrofit all domestic and non-domestic buildings to an average level of EPC B. Lead borough: LB Enfield and LB Waltham Forest
  • #2 Low-carbon development: Secure low carbon buildings and infrastructure via borough planning. Lead borough: LB Hackney and LB Tower Hamlets
  • #3 Halve petrol and diesel road journeys: Halve road journeys made by petrol and diesel via combined measures that can restrict polluting journeys and incentivise sustainable and active travel options. Lead borough: RB Kingston
  • #4 Renewable power for London: Secure 100% renewable energy for London’s public sector now and in the future. Lead borough: LB Islington
  • #5 Reduce consumption emissions: Reduce consumption emissions by two thirds, focusing on food, clothing, electronics and aviation. Lead borough: LB Harrow
  • #6 Build the green economy: Develop London’s low carbon sector and green our broader economy. Lead borough: LB Hounslow
  • #7 Creating a resilient and green London. Lead borough: LB Southwark

The paper sets out some a useful Indicative Timetable of Events and Milestones for London Councils over the coming months and up to COP26. Harrow Climate Emergency Update

19 March 2020: A wide ranging Harrow Council Cabinet paper ‘The Climate and Ecological Emergency – Interim Strategy and Action Plan‘ providing background to why the council has declared a climate emergency and sets out the challenge for the borough in terms of the level of emissions it is trying to reduce. Work undertaken to date to develop Harrow’s Proposed Strategic Framework for their forthcoming climate action plan has identified the following themes: Clean Energy Used Efficiently, Zero Emission Transport, a waste-free borough, Healthy Places for Us and the Rest of Nature, Good Governance and Long Term Sustainability, Ecoliterate and Engaged Communities, and a socially just transition. “Sales of electric cars soar 85% amid fear over pollution”

8 April 2016: The Evening Standard reports that “Hundreds more Londoners are buying electric cars as the scale of the capital’s air pollution problem is laid bare, official figures reveal today. They show a jump of more than 22 per cent in electric cars, including hybrids, registered in the city in the first three months of the year, nearly 800, compared with 650 in the first quarter of 2015. In the South-East, the rise was a huge 84.9 per cent, from 1,632 to 3,019.” EV sales data is available on the SMMT’s website – but not on a regional basis.

“The number of electric cars registered in London has jumped from 61 in the whole of 2010 to a total now over 5,000. More charging points are being installed under the Source London scheme.” Read the full story here.

Proposals to make London “the electric vehicle capital of Europe” were set out last summer by the Mayor in TfL’s Ultra Low Emission Vehicle Delivery Plan – which contains details on work to support the growth of EVs and EV charging infrastructure.

London was recently awarded £13 million to create ‘Neighbourhoods of the future’ prioritising ultra-low emission vehicles (ULEVs) in several boroughs across the capital:

  • Proposals include over a dozen streets in Hackney going electric with charging infrastructure such as car-charging street lighting, while Harrow will develop a low emission zone offering parking and traffic priority to owners of plug-in vehicles
  • Westminster Council already provides free parking for ULEVs and London’s proposal aims to deliver 70,000 ULEVs sold by 2020 and almost quarter of a million by 2025

To help private plug-in vehicle owners offset some of the upfront cost of the purchase and installation of a dedicated domestic recharging unit, the Government is running the Electric Vehicle Homecharge Scheme. New guidance on this scheme was issued by Government last week.

Harrow Energy Masterplan to be developed

March 2015: Not much information here – but a tender from Harrow Borough Council looking for a consultant to help develop an energy masterplan for the Heart of Harrow regeneration area.

An earlier consultation document issued by the council sets out that “Within the Heart of Harrow, a district-wide combined heat and power network is promoted. There are already specific proposals to deliver district energy on a number of our major sites, but no masterplanning has yet been undertaken to establish the feasibility of a wider network. Neither has additional feasibility work been undertaken to develop business cases for individual schemes.Our strategy is to pursue district energy opportunities within the Heart of Harrow area, both on our own redevelopment sites and on other major development schemes. We will be preparing an energy master plan and, where appropriate,additional feasibility studies to map the potential district energy programme for the Heart of Harrow in more detail” – which must be what the consultant for this work must be undertaking.

40 ESCO deals signed through RE:FIT programme

June 2014: A response by the Mayor to a question this month provides details that, of the 125 public sector organisations working with the RE:FIT programme, 40 have so far signed energy service deals through the GLA’s RE:FIT procurement framework.  Local authorities signed up to RE:FIT include Harrow, Ealing, Sutton, Enfield, Merton and Camden. A full list of the 40 organisation is provided here (though, confusingly, a few organisations are mentioned more than once – so not it’s not clear if the list is less than 40 – or these organisations have signed more than one deal with an ESCO partner…?).

Londoners average annual energy bill

17 July 2013: Labour MP for Harrow West Gareth Thomas has asked the following parliamentary question on Londoners typical energy costs.

Mr Thomas: To ask the Secretary of State for Energy and Climate Change what estimate he or his officials have (a) made and (b) seen of the average annual energy bill for a typical family living in London in (i) 2009-10, (ii) 2010-11, (iii) 2011-12 and (iv) 2012-13; and if he will make a statement. Michael Fallon: Average annual household spend on fuel and power in London is shown in the following table. This represents the average actual spend by households, and includes spend on all fuel types:

These data are taken from the Living Costs and Food survey (LCFS), run by the Office for National Statistics (ONS). The data are published in the form of three year averages, due to the small sample sizes involved in this survey. The 2009-11 period is the latest for which data is available. The spend data shown are an average for all households, and do not specifically focus on families, as data at this level of detail is not available.

London LEAF Winners

7 February 2012: DECC yesterday announced on their Community Energy Online website that 155 community energy projects across the country have won a share of £5.1 million of funding from the Local Energy Assessment Fund (LEAF). The full list of Local Energy Assessment Fund (2nd Round) projects can be downloaded here. Only scant details of the winning projects are provided in the list however  zooming on London in DECC’s ‘interactive map showing winning community projects‘ provides further information on the 14 winning projects in London. A summary of this information follows below:

  • South Kenton Preston Park Residents Association who will run
    a local home energy assessment of the energy consumption in
    the area. Further information www.skppra.co.uk
  • Community Education Forum who will deliver a community-led energy
    saving programme aimed at the Bangladeshi, Somali and African and African Caribbean communities around Hammersmith and Fulham. Further information www.cefuk.co.uk
  • Sustainable Merton will train community members to carry out
    a community energy efficiency survey and train local champions already engaged in energy reduction to work on implementation. Further information at: www.sustainablemerton.org
  • EcoLocal based in Merton will work to create a mobile home energy
    efficiency demonstration with models of wall insulation, and many other home energy saving devices, to go to engagement events as means of communicating the Green Deal to householders. Further information at: www.thecei.org.uk
  • Zero Carbon Hackbridge in Sutton will set up an energy saving network with local community groups. Volunteers will be trained to enable them to spread the word about energy saving to their friends and neighbours and offer free appointments with an Energy Doctor. Further information here.
  • Hyde Farm Climate Action Network near Tooting will conduct a feasibility study for retrofit community heating and CHP into the neighbourhood. Further information at: here.
  • Brixton Energy Co-op will develop the Brixton Energy Solar 1, a flagship community investment project in the Loughborough Estate in Brixton, deploying an 80kw photovoltaic array on the roofs of the estate. They will also conduct feasibility studies, engage with the community and lay the groundwork for the further renewable energy cooperatives across South London.   • Transition Peckham’s,Repair, Re-build, Renew, will deliver solid wall demonstration projects to five households, targeting those at risk of being in fuel poverty. Further information at here
  • Shrinking the Footprint is the Church of England’s national environment campaign. They will run the project in three Dioceses around Southwark where no work has yet been done using the sMeasure and iMeasure on-line energy management software tools developed at the University of Oxford.   • Waterloo Community Development Group will develop a youth-led programme to empower trained home energy assessors to lead on efficiency and sustainable retrofit, including the Green Deal and ECO, through an awareness and engagement programme in Waterloo. Further information at: www.wcdg.org.uk
  • Camden and Westminster Refugee Training Partnership (CandWRTP) will work with refugees, asylum seekers, BME individuals especially women and organisations to identify and collect data on current energy saving measures and behaviour through a survey and a public consultation event.   • Local Space Housing (LSH), based in Islington, will aim to develop a 2 year tenant-led energy efficiency strategy for the association.
  • The Sustainable Home Survey Company C.I.C. aims to create three Green Deal Ready community groups Further information here.
  • The London Borough of Tower Hamlets will work on resident engagement and discuss setting up an Energy Co-Op. This will lead on to a feasibility survey for such a Energy Co-Op and creation of a working group to take it forward.
  • Poplar HARCA and Tower Hamlets manage c.10,000 homes in Poplar. They will purchase home energy management systems to link energy data for analysis.  Further information: www.poplarharca.co.uk
  • St. John on Bethnal Green will undertake energy surveys here and in other local faith buildings as well as domestic properties and prepare a report on findings. Further information at: www.faithintowerhamlets.com
  • Hackney Co-operative Developments CIC will provide external wall and roof insulation to a large managed workspace building used by charities, social enterprises, co-operatives, cultural entrepreneurs and locally-owned start-ups. Further information at: www.hced.co.uk
  • The Arcola Theatre Dalston Energy Angels project will work in Hackney to create a network of members with different needs, skills and offers who can support each other to create and service demand in for energy efficiency and renewable energy. They will use the Theatre to educate people about electricity consumption and create a Waste Wood Heating Network to run a wood-fired boiler. Further information here.
  • The HEET Project works with older and vulnerable people across the

Housing ‘eco-retrofit’ completes

13 June 2011: Gifford engineers have completed a comprehensive retrofit project in Harrow that will now be monitored to see how effectively the country’s existing housing stock can be converted into energy efficient homes to achieve deep cuts in carbon emissions.
“A whole house solution for everyday living” has been delivered by Gifford’s Sustainability Team at a 1960s semi-detached house in Harrow, North West London. The team designed a number of energy efficiency measures for the property, including super insulating the building envelope and sealing it to reduce heat loss, a ventilation system coupled with heat recovery, low energy lighting with specialist LED fittings, solar thermal panels, a room-by-room control system and a ‘last man out’ switch to stop appliances being left on stand-by. Harrow Climate Change Strategy

19 May 2011: Harrow adopted its climate change strategy in September 2009. In October 2010, Cabinet reviewed the Strategy and agreed to consult on the revised Action Plan. The consultation took place in January/February 2011. The Cabinet today considered responses to this Public Consultation.
