TfL carbon fine

November 2016: The Environment Agency has released data of (CRC) Energy Efficiency Scheme civil penalties  – a list of organisations which have failed to comply with the Carbon Reduction Commitment and have subsequently been fined – where, interestingly TfL have been fined the maximum amount:

A TfL Audit and Assurance Committee paper from June 2015 reported that the CRC “scheme requires participants to measure and report on their energy consumption and to buy allowances from the Environment Agency for the amount of CO2 emissions associated with their energy consumption. London Underground had submitted the appropriate report by the July 2014 deadline but, by administrative oversight, had not taken the further step of ordering and purchasing the requisite allowances. London Underground remedied the matter and complied with the notice within the timescales required. To avoid a recurrence, London Underground’s administrative procedures have been reviewed and improved.

Smart Air Pollution Monitoring to be introduced in London

6 November 2016: The Evening Standard reports that electronic signs at bus stops and Tube stations will warn Londoners of dangerous air pollution levels. The signs will feature at all 270 Tube stations,and with  2,500 signs at bus stops and 140 “dot matrix” signs on the capital’s busiest roads. Read the full report here.

Energy and Climate Questions to the Mayor

October 2016: This month Mayor’s Question Time included the following:

whether an annual planning and energy assessment report will be published; higher energy costs for Londoners due to the Hinkley go-aheadsolar action plan consultation; supporting community energy projects through the Zero Carbon Homes policy; Energy for Londoners budget; the number of zero carbon homes projected to be in place in 2025 in the London Energy Scenarios report; the Mayor’s support for the Energy Bill Revolution campaign; the use of biomass in large scale centralised coal generating plant which supply power to London; the proposed increase in business rates on solar PV installations; supporting the Zero Carbon Homes policy in future revisions to the London Plan; supporting boroughs in the implementation of the Zero Carbon Homes policy; the range of options open to developers to meet the Zero Carbon Homes target; how forthcoming revisions to the London Plan will support the Zero Carbon Homes policy; the Energy Gardens programme and LPG conversion of London cabs.

Cleaner Energy Drive at TfL?

October 2016: Really interesting interview by BusinessGreen with TfL Board Member Michael Liebreich. Michael, who is the founder of Bloomberg New Energy Finance and an industry expert on clean energy, has recently been reappointed to the Board by new Mayor Sadiq Khan. In addition to Michael’s expertise, in a further positive move, Dr Nina Skorupska, Chief Executive of the Renewable Energy Association has been newly appointed to the Board. In his interview Michael highlights some of the challenges he has experienced as a Board member:

“…Liebreich does admit engagement with environmental issues has not always been as prevalent as he would have hoped. “The board as a whole, I’ll be honest, has never had a conversation about climate change,” he reveals. “And to the extent we’ve had conversations about carbon at the board or finance committee or even safety and sustainability panel it has only been because I’ve initiated them. During the four years I’ve been on the board we’ve never had a briefing on climate change at the board level. We’ve never brought an expert in and said ‘where are we going to be in 50 years on sea level or rainfall or whatever it is. What is going to happen here and what do we need to know to future proof the assets’?”

“Thankfully, he is confident the board’s approach to climate issues is about to change. Khan and Deputy Mayor for Transport Val Shawcross will set the agenda for the new board, but Liebreich has no doubts action on climate change and air pollution will be more central. “I started to push for a briefing on climate change and was told we are going to have a new board so wait until we have a new board,” he says. “I am delighted there will be more focus on these issues.”

A report Energy for London prepared earlier this year for former London Assembly Green Party member Jenny Jones, highlighted the incredibly slow progress TfL has made in securing cleaner power supplies for London Underground (see report here – in particular page 15 onwards). Similar points made in the report are echoed by Michael in his interview:

“As such a large and predictable energy consumer, TfL would be well placed to take advantage of highly competitive long term contracts with clean energy suppliers, Liebreich predicts. “We could enter into a 40 year PPA [Power Purchase Agreement],” he says. “We are going to be running trains on electricity for ever. We are a fantastic potential purchaser of renewable energy for a long period. If you went back a few years we would be a great purchaser but it would still be more expensive than the generic mix of electricity, [but now] could we enter a very long term contract which would be cheaper? You could imagine a scenario where the first onshore wind farm built without subsidy in the UK is built as a deal between some farmer who has a chunk of land and TfL which wants to lock in a deal that is cheaper than what we are paying currently for electricity. Do I know that can be done, no? But it is something we should be exploring.”

However, the Licence Lite project, led by the GLA, now appears the main action to try to source low carbon electricity for the tube – with the Mayor anticipating an announcement that the licence was to be granted in September (see para 2 of following GLA press release).

London Buses Biodiesel Supplier Wins Award

September 2016: TfL announced in December 2015 that one third of London’s buses were to run on waste fats and oils, with two bus operators, Stagecoach and Metroline, signing deals with Argent Energy to supply them with B20 green diesel.

And, it’s just been announced that Argent Energy “has won two awards at the Low Carbon Vehicle Partnership (LowCVP) Low Carbon Champions Awards 2016: the Low Carbon Fuel Initiative of the Year Award and the highest accolade, the Grand Prix, or Winner of Winners, Award” – as reported in Biodiesel Magazine.

The article sets out that “Argent only uses wastes for biodiesel and is the most sustainable producer in the U.K. The company has introduced high GHG-saving fuel into London in support of its challenging climate change targets. Argent captured the potential of biodiesel from waste as a drop-in replacement fuel without the need for vehicle modification. The fuel is priced around the same level as standard diesel, and sometimes cheaper.

“Argent is not only working with the GLA and Transport for London to reach their target of B20 (high bio-blend diesel) in all London diesel buses by 2020, but has engaged with other U.K. cities. The company is also supplying more than 5,000 vehicles U.K.-wide with its waste-derived diesel and has demonstrated its commitment to helping transport companies to save carbon by investing in a new £75 million (USD$97.4 million) biodiesel plant in North West England due for completion at the end of the year.”

Further information on the awards is available on the LCVP press release here – which also states that “In 2015 Argent supplied high bio‐blend diesel to two major London bus companies. After a year of supplying these companies, the greenhouse gas emission savings will be equivalent to 150 million miles of carbon-free travel, based on DfT figures.”

The GLA issued a research report in 2013 on the potential for on the opportunity for a biodiesel market in London using used cooking oil (UCOs), fats oils and grease (FOGs) from commercial and domestic sources in the capital – details of which can be read in an earlier post here. Energy and Climate Questions to the Mayor

July 2016: This month Mayor’s Question Time included the following:

an update on a GLA study to evaluate the potential for the use trackside solar power production; Post Brexit, how the Mayor will use his role in the Brexit negotiating team to preserve the hard-fought environmental protections; the number of decentralised energy projects that are projected to come online this year; how the Mayor can encourage Londoners to switch energy suppliers; an estimate of the number of connections that will be provided with heat from the Beddington energy from waste plant to the Sutton Decentralised Energy Network (SDEN) – and whether Barratt Homes has signed a heat agreement with the plant’s operator, Viridor; whether the Mayor will respond to the Government’s recently released Energy Company Obligation (ECO) consultation;
work to encourage energy efficiency improvements in the private rented sector (PRS);
the RE:NEW home energy efficiency retrofit programme’s strategy over the coming year; the number of jobs linked to the green economy in London; the Mayor’s role with C40 Cities, and borough surface water management plans

Future London Climate Risks Set Out

12 July 2016: The Committee on Climate Change (CCC) Adaptation Sub Committee (ASC) published a major new study today providing a detailed scientific assessment of climate change risks to UK. Further information is provided in the following press release, a summary synthesis report, which also links to the individual six sector chapters – which includes a chapter on ‘People and the Built Environment‘ (which is examined below)..

Below is a summary of some of the points most relevant to London from the synthesis report:

  • Urban water management: climate change is expected to lead to significant increases in heavy rainfall, with sewers in many urban areas already at or over capacity. More action is needed protect individual properties whilst also beginning to redesign urban landscapes (such as through the use of sustainable drainage approaches) to be able to cope with more intense patterns of rainfall. [p32]
  • At present, there are no comprehensive policies in place to adapt existing homes and other buildings to high temperatures, manage urban heat islands, nor safeguard new homes. The level of risk from overheating across the UK is unknown for hospitals, care homes, schools, prisons, and places of work. [p33]
  • The urban heat island effect. UK planning strategies do not currently make specific recommendations for reducing the heat island effect such as through planning and urban design, beyond promoting urban green space. [p34]
  • More action needed to deliver sustainable drainage systems, upgrade sewers where appropriate, and tackle drivers of increasing surface runoff (e.g. impermeable surfacing in urban areas). [p61]
  • Climate-related hazards damage historic structures and sites now, but there is a lack of information on the scale of current and future risks, including for historic urban green spaces and gardens as well as structures.[p66]
  • The action underway in London to assess and manage risks of overheating on public transport should continue, together with similar action as needed elsewhere in the UK. [p66]

Energy and Climate Questions to the Mayor

June 2016: Positive to see the focus on energy and climate issues by a number of London Assembly members at the first question time of the new Mayor, Sadiq Khan. This month’s questions included the following issues:

the quantity of electricity supplied to TfL through the Mayor’s Licence Lite operation and few other questions on Licence Lite (here and here); supporting the growth of London community energy schemes; the London Energy Strategy; committing to London’s 25 per cent decentralised energy target; the 2020 nearly zero energy buildings target; the publication of the annual update to the GLA Energy and Climate Change Mitigation Strategy; London Energy Plan supporting studies; supporting the growth of district heating projects; support for London’s 2025 60 per cent carbon reduction target; the future of the RE:NEW and RE:FIT building retrofit programmes; the number of domestic energy efficiency retrofits supported by RE:NEW since January 2015; numbers on the GLA’s boiler scrappage list; ring fencing London’s Zero Carbon Homes offset fund; the number of zero carbon homes that could be built by 2020; zero carbon buildings planning requirements will come into force in 2019; how much money could be raised through the Zero Carbon Homes offset fund; interim targets to the Mayor’s manifesto commitment for London to be a zero carbon city by 2050; climate change and water vapour; how the Mayor will support London’s low carbon economy; emissions from river traffic  (and another); zero emission cabs and PHVs abd if CO2 is a pollutant – and finally:

whether the Mayor understands “that further increases in carbon dioxide levels will not significantly increase average global temperatures due to near saturation absorption by COin the 13 – 17 µm band of the infra-red spectrum”.

March 2016: This month Mayor’s Question Time – the last in Boris Johnson’s eight year tenure as Mayor – once again included a wide range of questions on energy and climate, which included:

TfL & Low Carbon Generation

March 2016: The Mayor has as yet not formally announced the start of his Licence Lite initiative (something that was originally set to be in place in August 2015), the aim of which was to supply low carbon electricity to TfL (see previous posts here).  The Mayor has entered into an agreement with Npower who will provide technical support to the GLA in relation to fulfilling their electricity supply ‘Licence Lite’ conditions. Though there have been delays in getting the programme off the ground, TfL’s new Business Plan whilst not mentioning the Licence Lite programme at all, states that their timetable is to source this electricity this year: “In 2016, we plan to complete a deal to connect directly to 30 megawatts of locally-sourced, low-carbon electricity.”  30MW is three times higher than was suggested by the Mayor back in November 2015.

Though TfL’s electricity consumption is growing as added train services, train stations, and whole new lines like Crossrail come online, the business plan says remarkably little about its plan for securing energy supplies.

A great deal more information on TfL’s future requirement for electricity is set out in a recent report commissioned by GLA Assembly Member Jenny Jones, on proposals around the creation of a London Energy Company.

Arriving soon… heat from tube line piped straight to your home through £6m energy scheme

8 January 2016:  The Islington Tribune reports that “Building  work on a groundbreaking £6.2million energy scheme which will see waste heat from the Northern tube line piped into homes will start this month. As first revealed in the Tribune last year, the project – the first of its kind in Europe – will harness heat from the underground and help keep energy bills in 500 council homes on the King Square estate in Finsbury up to 10 per cent cheaper.

“This month, work will start on a new, four-storey energy centre at the junction of Moreland Street and City Road, on the east side of Kestrel House, as the Town Hall extends the Bunhill heating pipe network to capture heat from a tube line ventilation shaft. The underground provides access to natural heat stored within the ground. Both the trains and the nearby electrical sub-station produce waste heat, which will be captured and piped to the combined heat-and-power unit in Central Street.”
