Energy and Climate Questions to the Mayor

May 2012: This month the Mayor has been asked questions in relation to:
Carbon savings achieved under RE:NEW; the number of homes treated to date under RE:NEW;  timetable for the formal evaluation of RE:NEW; access to the the Mayor’s climate change strategy data; the use of the London Energy Efficiency Fund to support energy efficiency in social housing; data on achievements under RE:NEW; information on Phase II of  RE:NEW and also delivery of the programme to older people; the Centre for Carbon Measurement; the Mayor’s commitments to his environment commitments; details on whether the Mayor will update other London environment strategies; the number of homes which will not reach the Decent Homes standard by April 2015; the funding of Decent Homes now it has moved under the Mayor’s control; Hybrid Buses target as set out in the Mayor’s Electric Delivery vehicle plan and the number of buildings treated under the RE:FIT programme.

Changes in Mayor’s Environment Programmes

May 2012: The Mayor has appointed Matthew Pencharz as the new lead in City Hall to deliver on his environmental pledges. Pencharz already sits within the Mayor’s team of advisors and, as reported in a BusinessGreen article, he will be responsible for “delivering a high quality of life in the capital through the continued protection and creation of green space, boosting recycling and turning London’s waste into a resource, planting more trees and delivering further improvements to air quality”.

However, BusinessGreen also reports that the responsibility for the scaling up of the RE:NEW and RE:FIT building retrofit programmes will shift from the Mayor’s environmental lead to  Richard Blakeway, now promoted to the position of Deputy Mayor for Housing, Land and Property.

Procurement of new RE:FIT Framework

March 2012: GLA start the procurement of a new RE:FIT framework, their programme working to support energy efficiency retrofits  in public sector buildings.

The approval document sets out that “RE:FIT provides a commercial model for public bodies to implement energy efficiency and building integrated improvements to their buildings, reducing energy consumption and carbon emissions. The reduction in energy bills and the carbon footprint of buildings is achieved by appointing an EnergyService Company (ESCo) to undertake energy efficiency measures in buildings. The ESCo guarantees a set level of energy savings, this offers a financial saving over the period of the arrangement. The risk associated with the delivery of energy savings is passed onto the ESCo rather than the owner ofthe building.”

A new procurement framework is also being created as the approval form notes that the ” energy services market has also developed significantly since the current Framework was createdwith significant new players entering the market and therefore it is recommended that a new Framework is created by January 2013.”

money saved through RE:FIT; grants available to tackle Fuel Poverty; the budget available to the RE:NEW energy efficiency programmeCarbon savings of ten easy measures from RE:NEW; Borough roll-out of home energy efficiency scheme RE:NEW; an Update on home energy efficiency scheme RE:NEW; the Mayor’s work with energy companies to eradicate Fuel Poverty; the number of homes in Greenwich under the RE:NEW programme; the number of homes in Lewisham under the RE:NEW programme; the number of homes under the RE:NEW programme receiving benefits; the age profiles of householders being treated under the RE:NEW programme; fuel poor homes treated under the RE:NEW programme; the number of public sector buildings treated under RE:FIT; the London 2012 Olympics – carbon reduction target; progress on Decentralised Energy; monitoring of renewable energy; the quantity of London’s Renewable EnergyRE:NEW cost and carbon savings; progress against London’s 2020 CO2 reduction target; and Climate change budgets.

London Energy Efficiency Fund – Drop in Session

January 2012: The £100m London Energy Efficiency Fund (LEEF) is a new source of funding for energy efficiency retrofit on public sector buildings in the capital. Following its launch in October 2011, the LEEF team have been holding ‘drop-in’ sessions for potential applicants to discuss the suitability of their project to the fund.

The next session is planned for 10th February 2012 at the offices of Arup at 8 Fitzroy Street, London W1T 4BJ between 12-4pm where “potential project sponsors and other interested parties are welcome to join the LEEF team throughout the afternoon for an informal discussion. There is no set agenda, but we are offering 30 minute appointments in advance for specific queries.”

“Energy Retrofit Will Save Billions”

14 October 2011: Speaking at the CBI London Annual Dinner, the Mayor laid out the economic and environmental opportunities for private sector businesses if they commit to retrofitting their premises and invest in retrofitting goods and services. The news release states that the “Mayor has funded RE:NEW, a homes energy efficiency programme which is currently retrofitting 55,000 homes across the capital by May 2012. In addition, his RE:FIT programme is set to help hundreds of public sector buildings retrofit their premises using a hassle-free template that guarantees money-back on the capital investment from predicted energy savings. The Mayor has also diverted public money into the London Green Fund which is leveraging in hundreds of millions in private sector money to provide cheap loans for public organisations enabling them to access upfront money for retrofitting. The 42 city buildings that trialled RE:FIT saw savings of up to 40 per cent in energy usage and collectively are saving the city one million pounds a year off energy bills.”

LEEF Launch Event

October 2011: The launch of the London Energy Efficiency Fund (LEEF) took place on Monday 3 October to a packed audience where detail was provided of how a wide range of public sector bodies could apply to the £100m fund to invest in energy-saving measures. The presentations made at the event by fund manager Amber Infrastructure; RBS who are providing £50m of support funding; technical advisors Arup and also the GLA, are all available on the following document (1.1MB PDF). Newham Hospital Builds its Energy Efficiency Programme

28 September 2011: Newham University Hospital Trust has been recognised for the energy savings achieved onsite through the introduction of measures to reduce energy consumption from the hospital’s IT system. Actions include the rationalisation of computer servers and the use of energy management software to help turn off computers when not in use.  The Guardian article highlights that “In the first year £18,500 was saved which was more than enough to pay for the project and gave a return on investment in less than a year.” In addition, earlier this year, the Trust has installed three new air handling units at a value of £400,000, with a guaranteed payback period of 6.6 years with the aid of the London Development Agency’s new RE:FIT framework.

Energy and Climate Questions to the Mayor

July 2011: This month the Mayor answered London Assembly questions in relation to energy efficiency funding of Mayoral programmes RE:NEW and RE:FIT; an update on the forthcoming Renewable Energy Capacity study; the number of solar panels installed on London Underground properties; the amount of carbon emitted by the lights at Piccadilly Circus; and whether the New Bus for London meets the ‘Low Carbon Bus’ standard.

Greener fire stations to save Brigade £1m over next ten years

21 March 2011: Fire authority chiefs have given the go-ahead to a scheme that will save the London Fire Brigade almost £1million on its energy bills over the next 10 years. Under the scheme, ten stations will receive a green makeover which will help cut energy bills by £80,000 a year, saving a total of 440 tonnes of carbon dioxide each year.
