A New Declaration for Councils on Climate Change

October 2011: The Local Government (LG) Group has recently consulted with councils on establishing a revised version of the ‘Nottingham Declaration on  Climate Change’. The original declaration was set out in 2000, with local authority signatories pledging action to reduce carbon emissions.  As part of the recently signed Memorandum of Understanding (MoU) between the Local Government Group and DECC,  it has been agreed that a new Nottingham Declaration Board, New Declaration document and accompanying Action Plan will be established to enable councils to reduce carbon emissions at the local level. There were over 300 signatories to the original declaration across the country including most London councils.

Energy and Climate Questions to the Mayor

September 2011: This month the Mayor answered London Assembly questions in relation to: an estimate of the number of Londoners in fuel poverty in April 2012; the number of homes benefiting from the RE:NEW programme in each London boroughfuture funding of RE:NEW; an update on the Mayor’s carbon reduction targetscarbon savings associated with the RE:NEW programme; the Green Enterprise Districtlighting at London tube stationscarbon emissions from the constituent organisations of the GLA; RE:NEW loans; the number of HCA funded homes built and their Code for Sustainable Homes rating and progress of RE: NEW for 2011/2012.

Measuring London’s Greenhouse Gas Emissions

September 2011: The GLA have approved work to commission consultant support to measure London’s greenhouse gas emissions. This analysis is needed as to: “deliver on the commitments set out in the Climate Change Mitigation and Energy Strategy (CCMES), the Climate Change Mitigation and Energy team will need to update the London Energy and Greenhouse Gas Inventory (LEGGI) for 2011 and develop a new methodology and emissions inventory covering London’s indirect CO2e emissions. There is currently no existing UK or international standard to measure city-wide indirect CO2e emissions. To develop a robust, credible and tailored methodology, a consensus-based approach run by an independent facilitator and involving a stakeholder consultation process is recommended. This will focus primarily on the food, retail and construction sectors. Both inventories will contribute to the Mayor’s CCMES annual progress report, which is due in late 2012.”

Islington 40% carbon report

15 September 2011: Islington Council’s Executive Committee formally approved today the Regeneration and Employment Review Committee report the ‘40% Carbon Reduction by 2020’ which examines the key issues related to achieving a 40% reduction by 2020, including the known impact of national carbon reduction measures in Islington and assessing the scale and scope of required local action.

Latest Defra Greenhouse Gas Inventories

6 September 2011: Report presenting estimates of ALL six greenhouse gas (GHG) emission inventories for the constituent countries of the UK for 2009.
England has a 77.6% share of total net GHG emissions in 2009 and emissions have declined by 29.5% since the base year (which slightly differs for the different gases).
Overall UK CO2 emissions have fallen by 19.7% between 1990 and 2009, mainly driven by the installation of combined cycle gas turbines (CCGT) in the power generation sector in England and reductions in carbon dioxide emissions from industry in England, Scotland and Wales.

Olympics Drops Full Carbon-Offset Plan

2 September 2011: Bloomberg have reported on how the Olympics will now not use international emissions trading programmes to help account for the entire CO2 emissions associated with the construction and operation of the 2012 games.  BP Target Neutral will however continue to develop carbon offset programmes to help account for game-time related emissions for the period of the Olympics and Paralympic games.

Government Guidance on GHG Emission Factors

1 September 2011: DECC and DEFRA have issued their latest 2011 GHG Conversion Factors Methodology Paper for Emission Factors which, amongst many fuel types, includes detailed guidance on the important issue of grid (electricity) emissions factors: these represent the average CO2 emission from the UK national grid per kWh of electricity used at the point of final consumption (i.e. transmission and distribution losses are included). Indirect emissions from UK households

July 2011: New Economics Foundation research paper-  The distribution of total greenhouse gas emissions by households in the UK, and some implications for social policy which looks at – for the first time – indirect household greenhouse emissions embodied in the consumption of food, consumer goods and services, including imports. No regional breakdown emissions outputs for London, but still useful analysis on an area which will be increasingly studied.

EST & DeCReASE SE Region Carbon Reduction Gap & Carbon Scenario Analysis

1 April 2011: Carbon Descent has been commissioned by the DeCReASE partnership to determine the impact of the Government’s 2009 Low Carbon Transition Plan together with regional and local carbon reduction policies and programmes on the carbon emissions of the South East region.

London Plan- Monitoring Energy and Carbon

7 February 2011: The London Plan Annual Monitoring Report has been published which provides information on two key per performance indicators of interest:
KPI 22: Reduction in CO2 emissions – which sets out a useful table showing a time series of sectoral emissions in London from 1990 to 2008, however, in relation to newer data the AMR states “No new data are available since the last AMR was published, with the most recent measurement of London’s CO2 emissions being the 2008 London Energy and Greenhouse Gas Inventory (LEGGI). It is anticipated that data on carbon dioxide emissions will in the future be published annually, but two years in arrears given the analysis required. Information for assessing the 2010 benchmark will therefore only be available in 2012.”
KPI 23: Increase in energy generated from renewable sources – the AMR states that “No new data have been collected in the last two years” but “The GLA has commissioned a new study that will investigate the potential for renewable energy and
also provide updated figures on the amount of current generation in London (the ‘London Renewable and Decentralised Energy Potential Study’).”

Carbon footprint of London’s Local Authority Procurement

November 2010: London Councils’ Capital Ambition project has funded a groundbreaking project that has identified how to reduce the carbon footprint of London’s £8 billion public procurement. The three year project, delivered by Trucost has evaluated 90% of suppliers to London local authorities, a total of over 9,000 suppliers. 29 London Borough Councils, the GLA, City of London and London’s Fire and Emergency Planning Authority have taken part in this project and have been provided with reports that detail their spend, their most carbon-intensive suppliers and provides a modelling tool specific to the authority to that details how changes to carbon use in suppliers will impact their overall supply-chain carbon use.
