Energy & Climate Questions to the Mayor
December 2014: This month the Mayor has been asked questions in relation to:

Energy and Climate Questions to the Mayor
July 2014: This month the Mayor has been asked questions in relation to:
Mayoral involvement with the Local Government Climate Roadmap; organisations operating at the London Sustainable Industries Park; potential for the London Pension Fund Authority (LPFA) to invest in low carbon London projects; whether Energy Performance Certificate or Green Deal assessments will be provided for homes that go through the RE:NEW programme; monitoring high energy consuming buildings in London; reductions in forecasted projections of CO2 savings in Mayor’s energy supply programme; Transport for London’s (TfL) Energy Strategy; the Mayor’s Memorandum of Understanding (MoU) with energy suppliers; visit by Mayor’s energy advisor to Camden’s biomethane refuelling station; correspondence with DCLG on the Mayor being able to set London specific energy efficiency targets in planning rules for new development; meetings with DECC over encouraging the use of solar PV on GLA land and building; new district heating network using heat from Greenwich Power Station; the low take up of ECO energy efficiency programme in London; connecting Whitehall District Heating Scheme to Pimlico District Heating Undertaking; the Mayor’s response to a recent London Solar Energy report by Green Party London Assembly member Jenny Jones; future TfL electricity costs; whether the Mayor responded to the Government’s recent solar PV consultation; concerns over government changes to the ECO as raised by the Mayor; funding for the next round of the RE:NEW programme; energy efficiency requirements in the private rented sector; monies received by the Green Bus Fund; work being undertaken to assess the economic impact to London as a result of climate change; attendance at the World Mayors Summit of Climate Change; planning offset funds; contract awarded for management of the RE:NEW programme; and if the Mayor’s High Level Electricity Working Group has considered solar PV.

London Solar Story
July 2014: Helpful new map of PV projects installed in London by Solar Century. The London Solar Story highlights that “While many rooftop solar installations go unnoticed by people below, some are more visible. London is home to the world’s largest solar bridge, spanning the River Thames, more than 6,000m² of solar panels on Blackfriars Bridge generate enough solar electricity to meet half the station’s energy needs. This iconic solar landmark can be seen on this solar map. If you are passing by, the solar panels on the Bridge can be spotted from north and south of the river, with excellent views from the Millennium Bridge.”

Energy efficiency programme for London’s ‘Cultural & Heritage’ sector
June 2014: The Mayor’s non-domestic energy efficiency programme, RE:FIT, recently held an event focused on improving the energy performance London’s Cultural & Heritage buildings. Presentations were provided by RE:FIT participants the Royal Botanic Gardens, Kew and Millfield Theatre, who undertook their RE:FIT project through the London Borough of Enfield. Details of the event can be read here – and an article on green improvements made at the Lyric Hammersmith theatre, who plan to work with the RE:FIT programme shortly, can be see here.
Seperately, the always innovative Arcola Theatre was profiled as a case study in the government’s recent solar energy strategy for their work on using solar PV together with energy storage technology (see page 48 of the strategy document here).

An invitation to the UK’s most Energy Efficient School Building
May 2014: Interesting news that the UK’s most energy efficiency school building is in Barnet, and was recently awarded winner in the ‘Non Domestic’ building category at the 2014 GreenBuild awards. Grasvenor Avenue Infant School is based on a modular building Schoolhaus design by UK Energy Partners (UKEP), which – as this ENDS case study sets out – was inspired by the James Review, which recommended standardised design and modern off-site building methods for schools. A standardised off-site construction processes enables big cuts in embodied carbon emissions in the production and supply chain and delivers a combined energy use and cost savings of 80% compared with traditional school buildings with a passive index-linked revenue from the integrated solar PV roof.

PV storage trialled in Hackney
5 April 2014: The latest Feed in Tariff (FITs) statistics continues to show London’s abysmal progress on installing photovoltaic projects (see story here) – but at least today’s Department of Energy and Climate Change (DECC) Solar Strategy (PII) highlights that there is some innovative stuff going on with PV in the capital. Not surprisingly the ground-breaking Arcola Theatre is involved (the theatre company with a fuel cell business at the side…) – see case study from strategy copied below.
Hackney Energy hit the ground running!
January 2014: This week saw some positive news stories concerning a new London community energy group – Hackney Energy. The group launched a new twitter account @HackneyEnergy and website and – more importantly – announced that they had established a new community solar project. It’s modest at 3.84kW – but it helps power a public toilet and cafe in Clapton. Read a blog on the great story behind this project.
And on Friday the Hackney Gazette and Inside Housing covered plans by Hackney Energy to work with Repowering London on a community PV project, similar in scope to the Brixton Energy scheme. The Gazette reports that:
“Youth internships and apprenticeships will also be created by the scheme, which plans to will increase awareness about energy efficiency, provide a financial return to investors, and reduce Hackney’s carbon footprint.
“Repower London’s chief executive officer, Agamemnon Otero said: “It’s not just about putting some solar panels up on the roof, but it’s about creating a platform for those who are most disaffected, those who are out of work, so there’s something they can be part of, so they can donate their time and energy and see their community changing.” Also see Hackney Council news release.
London Overground Energy Gardens Network
January 2014: Recently appointed as one of the Mayor’s ‘London Leaders’, hear about Agamemnon Otero’s fascinating project to create an “EnergyGarden Network at stations on the Overground Rail lines with solar panels and vegetable gardens will address food and energy inequality in communities“.
Agamemnon is also CEO of Repowering London.
Brixton Energy on the Beeb
November 2013: The recent BBC London coverage of the Brixton Energy solar schemes can now be viewed on Youtube here. The new piece includes interviews with Brixton Energy and Repowering London Director Agamemnon Otero and Labour Council Leader of Lambeth, Lib Peck.
Cllr Peck states in her interview that local authorites should be looking to work on similar projects in their own areas but it will be about the will of councils to say they want to make these projects happen and get rid of the challenges and obstacles.
Mayor’s Energy Advisor Visits Brixton Energy
September 2013: It seems the Brixton Energy Solar (BES) projects are the place to be seen! Following visits from Labour Shadow Energy Minister Luciana Berger back in 2012, and a joint visit by the Secretary of State for Energy and the Minister for Energy (Ed Davey MP and Greg Barker MP respectively) earlier this summer, where the Government’s Community Energy Call for Evidence paper was launched, the Mayor’s Energy & Environment Advisor Matthew Pencharz paid a visit to the team and project in August.

PS … And good to see Labour Shadow Secretary of State for Business – and Streatham MP – Chuka Umuna visiting the Brixton site on 13 September alongside Imogen Walker, Lambeth’s cabinet member for Environment & Sustainability & Labour councillor for Stockwell. It will be interesting to see what – if anything! – these high profile visitors can do to help support the growth of community-led energy schemes in London…
