SWI gets permitted development rights

January 2013: Solid Wall Insulation’s (SWI) time has finally come and it is now the key technology to be supported in the Government’s annual £1.3 billion ECO domestic energy efficiency programme (which came into operation at the beginning of this year). However, a significant barrier to the roll out of SWI was potential planning difficulties householders could face when wishing to retrofit their homes with SWI.

So it was good to see a tweet from DECC Minister Greg Barker last week announcing that the Department for Communities and Local Government (DCLG) – which sets the policy for planning – had issued new guidance which allows SWI to be fitted without planning approval.

No DECC or DCLG news release was issued, and it was left to BusinessGreen to explain the change. “The formal clarification confirms solid wall insulation – which is commonly fitted to the exterior of a building, potentially changing the look of a property – is classified as a “permitted development”, meaning property owners can undertake the work without specific planning permission.

“Listed buildings and properties in conservation areas will remain an exception to the rule and would require specific planning permission, but Barker predicted that planning issues would “not present a problem for the vast majority of people intending to put solid wall insulation on their houses”.

The clarification is made in the following Technical Guidance issued on the government’s planning portal website ‘Permitted development for householders‘ and the wording in the document which marks such a major change for the insulation industry is remarkably succinct:

“The installation of solid wall insulation constitutes an improvement rather than an enlargement or extension to the dwellinghouse [sic] and is not caught by the provisions of d(i) and d(ii).” [p13]

where d(i) to d(ii) set out limits and conditions to permitted development rights to the enlargement, improvement or other alteration of a house.

There is now a lot of activity around rolling out SWI in London including:

“A leading SWI installer recognised that in London there was no supplier stocking the full range of SWI materials required for jobs. Consequently, firms involved in one-off SWI jobs found it virtually impossible to source products at competitive rates. As a large contractor, the firm has worked hard to bulk purchase equipment for itself. Needing a warehouse for its own operations, it decided that it could help supply the sector at the same time.”

There’s still some way to go for SWI to make its impact in London. Even with permitted development rights, planning permission will be required in conservation areas and, as the Future of London report points out – there are around 600,000 homes in conservation areas in London, roughly half the national total and around 60 per cent of all homes in the capital are solid wall.

25 heat network projects being supported in London

November 2012: A recent speech by Ed Davey, Secretary of State at DECC on the department’s emerging policy around heat energy highlighted how the efficient use of heat is being promoted in the capital through its promotion of district heating. Mr Davey stated:

“London contains an example of the potential. The Greater London Authority is supporting 25 heat network projects. These have the capacity to leverage over £230 million of investment.”

A recent Mayoral question provides a little more detail on where these schemes are:

“The Decentralised Energy Project Delivery Unit is currently supporting the development of 25 decentralised projects. The following lists the activities with the boroughs:
Projects at procurement: Brent and Camden;
• Projects at post-feasibility: Croydon, Enfield, Haringey, Waltham Forest and Westminster;
• Projects at feasibility: Southwark, Islington, Hammersmith and Fulham, Newham, Sutton;
• Projects at pre-feasibility/energy master planning: Hillingdon, Ealing, and Westminster.”

Details of the innovative scheme being supported by Camden in Gospel Oak can be found here (and recent October newsletter here), which is using heat from a Combined Heat and Power (CHP) plant situated in the Royal Free Hospital, to provide low carbon affordable heat to nearby residents.

CIL supporting sustainable energy in Camden

November 2012: Camden have issued further information on a new Camden Community Infrastructure Levy (CIL) and are asking for views on a preliminary draft charging schedule. The consultation sets out that “The Community Infrastructure Levy (CIL) is a new charge that local authorities will be able to collect on new developments in their area. It is based on a formula relating to the type and size of development and is collected when planning permissions for new developments are implemented. The funds gathered will be spent on infrastructure within Camden such as schools, community facilities, highways improvements and many other forms of provision which are currently funded by monies paid by developers under Section 106 obligations.”

As part of the evidence base required for setting the CIL, Camden have commissioned an infrastructure study examining key utilities required in the borough over the coming decades. This study includes energy infrastructure, with page 47 onwards setting out a useful summary of some key sustainable energy issues for Camden:

“LB Camden recognises that it needs to play its part in supporting London’s drive towards a lower carbon energy supply. Consultation with the Council has indicated that three areas within the borough could form the focal points for public investment – Euston/KingsCross;  Bloomsbury/Tottenham Court Road; and Gospel Oak – with a figure of £1 million for each area (£3m in total) being considered appropriate to help lever in further private investment. To date £3.8 million has been secured from the Francis Crick Institute (national medical research centre next to St Pancras station), although the further £1 million identified through consultation with the council will still be needed to address linking up other major development sites in the Euston/Kings Cross area.”

Kings Cross Energy Centre Open Day

31 October 2012: Operators of the Kings Cross Energy Centre, Vital Energi, have announced that they will hold an Open Day and tour of the Centre on November the 22nd. Full details of how to register here. The Energy Centre lies at the heart of  Europe’s largest city centre regeneration scheme with the £2 billion, 67-acre scheme even having its own postcode – N1C. Three gas-fired  CHP engines will provide 7MW of electricity and will supply the bulk of the heat demand onsite – along with a supplementary biomass boiler and thermal heat store (the latter being a big hot water tank!)

All of the 70 buildings at King’s Cross, from the University of Arts to the Camden Council building, BNP Paribas Real Estate’s new offices and the Great Northern Hotel, will be connected to the DHS.”

Energy efficiency guidance for Dartmouth Park Conservation Area

September 2012: Camden have published new guidance for home owners in Dartmouth Park who want to make changes to improve the efficiency of their homes.  Camden says that the “guidance shows that historic homes of the types found in Camden’s conservation areas can be made more energy efficient, often through relatively minor and easy changes, and still retain their special character and appearance. Where major energy efficiency measures are required, the guidance sets out how and where these are likely to be acceptable”.

Dartmouth Park Conservation Area is largely typified by houses with solid brick external walls, without a cavity. In terms of the forthcoming Green Deal and ECO, both of which strongly support the greater use of solid wall insulation (SWI) the guidance sets out that ‘External Wall Insulation’ (EWI) proposals will need planning permission, but approval is not needed for Internal Wall Insulation (IWI). For EWI the guidance goes on to say[p16] that:

  • “It [EWI] will rarely be acceptable on the front elevation of a building unless render already exists as part of the building’s original design.”
  • It may be acceptable on the side elevation of a building depending on the prominence of this elevation and the presence of architectural features.
  • Many rear elevations are visible from the street due to long views along the rear of terraces and an approach which preserves these views will be expected. This will usually mean that external insulation to the garden level will be acceptable, but not upper storeys.

A comprehensive street-by-street breakdown of what will be acceptable in terms of energy efficiency improvements is then provided (!) and pages 33-36 provide further guidance on specific aspects of EWI.

Retrofit for the Future – London projects

September 2012: The Retrofit for the Future programme’s Low Energy Buildings database website has recently been updated. The database is a repository of low-energy building information created to help inform the planning and development of low energy new build and refurbishment. The website allows users to browse projects in the database, and create and edit projects if you have a log-in.

Delays to North London waste processing plant

September 2012: Key to the proposed North London Waste Plan (NWLP) – currently under development – is the development of a new ‘Mechnical and Biological Treatment’ (MBT) plant at the former Friern Barnet Sewage Works at Pinkham Way. An independent planning inspector has however recently ruled that the Plan has not been properly consulted on with neighbouring boroughs and hence developers (see below) for the project  must look again at resubmitting their proposals.

The NWLP sets out the planning framework to 2027 for waste management in the seven North London boroughs – Haringey, Barnet, Camden, Enfield, Hackney, Islington and Waltham Forest – which together are known as the North London Waste Authority (NWLA) . It identifies sites for waste management use and sets out policies for determining waste planning applications.The Plan has been under development now for several years, and the inspector’s decision will now knock the timetable for the adoption of the councils’ proposals.

The planning application for the Pinkham Way is a separate process to the overall plan and is currently on hold. The ‘mythbusters’ section of the NWLA website sets out that the MBT to be based there will be used to manufacture a solid fuel from waste that is left over after as much recyclable material as possible has been extracted; that fuel will then be transported to one of two sites outside of north London where there is a need for energy (heat and electricity).” This type of fuel is usually called SRF or solid recovered fuel.

The website goes on to say that NO waste incineration will take place on the site, and no plans are being made to accommodate incineration at Pinkham Way now or in the future.”

NWLA also state that “The carbon impacts of waste are mostly in the treatment of the waste rather than in its transportation, but even so we are seeking to have the Solid Recovered Fuel (SRF) delivered to the fuel-user by rail or water transport to minimise this. It is also important to note that we are making SRF precisely so that the maximum carbon benefits of combined heat and power can be reaped at a location where a suitable demand exists. The alternative would be to build a new incinerator that recovers only electricity and that wastes the heat; and this is very specifically what we are not proposing to do.”

New Climate Local Initiative Launched

28 June 2012Waltham Forest, Islington, Camden and Sutton are amongst the first 18 local authorities to sign up to a new ‘Climate Local Commitment’ launched today at the Local Government Association’s (LGA) annual conference.  Climate Local “will see councils committing to their own local actions to reduce carbon emissions and improve their ability to protect people and services from the anticipated changes in the weather.”

Climate Local will build on the Nottingham Declaration, launched in 2000, and the LGA news release states that “As part of the new scheme, local authorities will be sharing ideas and advice on the best ways to save money on their gas and electricity use and ensure there are preparations in place for keeping to a minimum disruption caused by extreme weather like snow, floods and heat waves.”

Ed Davey, the Secretary of State for Energy, spoke at the conference stating that “…the role of councils in energy and climate change policy is much, much greater than even the LGA may currently think…I want to set out three strategic roles for local authorities in energy and climate change. First, in buying energy. Second, in saving energy. Third, in generating energy.”

On the Green Deal, Mr Davey said:Local authorities and communities, who have the trust and faith of local people, will be essential partners in delivering the Green Deal.
Local authorities are leading work on financing models and joining together to create community interest companies. Six are involved in the Green Deal Finance Company.
Some are taking huge leaps forward – like Birmingham, which is pushing ahead with a £1.5 billion Energy Savers scheme, or Newcastle, which is leading a Green Deal partnership scheme which spans the North East. The GLA is bringing together the London boroughs.

Camden Energy Efficiency Planning Consultation

June 2012: Camden have issued a draft of new planning guidance to provide advice and information to householders who are considering making energy efficiency improvements to their homes in Dartmouth park Conservation Area.

This guidance aims to “provide residents with clear information about how these improvements can be made to homes without harming the character and appearance of the conservation area.  It explains which measures require planning permission, and then gives guidance on which works are likely to be granted permission.  The measures considered range from small DIY interventions to larger building projects. Some of the measure will change the appearance of buildings in the area.”

The guidance has been produced as part of a pilot project and is a precursor to guidance for all homes in Camden conservation areas. The conservation runs to 15 July 2012 and can be viewed here.

Camden Climate Change Alliance workshops

June 2012: The Camden Climate Change Alliance have announced that they will be hosting five environmental workshops which will take place between 9am-11am on June 21st including sessions on ‘carbon footprinting’ and raising ‘staff engagement’. KX CHP

May 2012: The first of  three 2 MW Combined Heat and Power (CHP) engines  for the 67 acre King’s Cross Central development has been installed at the on-site energy centre. In total the CHP capacity when finally installed will supply 100% of the development’s heat and offset almost 80% of its electrical power demand. The news release sets out that “Once commissioned, the CHP engine will not only generate electricity, which will be fed into the grid network, but will also provide heat for the development wide District Heating System (DHS). All of the 70 buildings at King’s Cross, from the University of Arts to the Camden Council building, BNP Paribas Real Estate’s new offices and the Great Northern Hotel, will be connected to the DHS When complete carbon emissions are expected to be a third less than ‘business as usual’ and up to 60% less than 2001 levels.”
